Former Uganda Fisheries Unit Commander, Col. Mercy Tukahirwe, is widely credited with bringing peace, order, and opportunity to fishermen along Lake Victoria. Known for her approachable nature, problem-solving skills, and relentless advocacy, she not only transformed the lives of local fishing communities but also strengthened support for President Museveni ahead of the 2025–2026 elections.
Rising from a humble background, Col. Tukahirwe was appointed to the Fisheries Unit in 2023. Her mandate: combat illegal fishing, protect vulnerable fishermen, and promote unity along the shores of Lake Victoria. From day one, she traveled tirelessly across landing sites and islands, often navigating rough waters and long roads, to address challenges facing fishers.
At Lambu Landing Site on November 11, 2025, hundreds of fishermen gathered to welcome her. Surrounded by security officers in bluish UPDF uniforms, she engaged the community with a smile and clear message: fishing is a livelihood that should be protected, regulated, and respected.
Col. Tukahirwe’s achievements are tangible. She advocated for the return of seized property—including boats, engines, vehicles, boda bodas, and fishing nets—giving fishermen back their tools and freedom. She successfully negotiated the reopening of key ports like Mikozi and Mutema Nte, ensuring the industry could operate lawfully while encouraging collaboration between fishermen and government agencies.
“All fishermen are free to operate as long as they follow the law and use recommended fishing methods,” Col. Tukahirwe said during one of her tours.
Her advocacy went beyond regulation. Col. Tukahirwe united fishermen through SACCOs and community groups, promoting unity, patriotism, and Pan-Africanism, while emphasizing sustainable practices to safeguard the sector’s future.
Local leaders and traders praised her impact. Ms. Alice Nantale, a veteran fish seller at Lambu Landing, said:
“I thank President Museveni for appointing Col. Mercy. Her work—including removing roadblocks and releasing detained fishermen—has improved our lives and encouraged many to support the President.”
Similarly, Hon. Joan Namutaawe, NRM flag bearer for Bukoto East who lost the Woman MP seat, highlighted Col. Tukahirwe’s role in strengthening community support for government initiatives. Large crowds at landing sites participated in events endorsing President Museveni, reflecting the trust and respect Col. Tukahirwe built over years of service.
Col. Tukahirwe also oversaw government budgetary allocations of Shs 1 billion per district to support fishermen, ensuring funds reached communities without interference. Her guidance has helped professionalize the sector, creating employment and boosting incomes along Lake Victoria’s shores.
“I advise all fishermen to work together, follow the law, and support President Museveni. I report directly to him, and my decisions are guided by his instructions,” Col. Tukahirwe told fishermen.
Her work has not gone unnoticed by elected officials. Hon. Sarah Kityo, newly elected Woman MP for Bukoto East, praised Col. Tukahirwe as a fighter and peace advocate, noting that her leadership has brightened the sector’s future.
“The government has enhanced security for our fishermen. Col. Mercy’s efforts, along with President Museveni’s support, have transformed the industry,” Hon. Kityo said.
Col. Mercy Tukahirwe’s legacy is one of pragmatic leadership, empathy, and strategic action. By uniting fishermen, improving livelihoods, and fostering harmony between communities and government, she has left a mark on both Lake Victoria’s shores and Uganda’s political landscape.
