In a heated parliamentary session today, Kira Municipality Member of Parliament, Hon. Ibrahim Ssemujju Nganda, launched a scathing critique against General Muhoozi Kainerugaba, the Chief of Defense Forces (CDF), and firtst son, accusing him of undermining Uganda’s democracy and violating the Constitution. The outburst followed a controversial statement made by Muhoozi on his Twitter (X) account on Saturday, September 21st, 2024.
During the session, where parliament was addressing allegations of misconduct by the CDF, Ssemujju condemned Muhoozi for publicly endorsing President Museveni in the upcoming elections while still serving in the military. According to Uganda’s Constitution, active military officers are prohibited from engaging in political activities.
Ssemujju further expressed alarm over Muhoozi’s threats that he and the army would not allow a civilian to rule Uganda, calling the statement a direct attack on Uganda’s democratic values. He urged the Speaker to hold both the government and the Minister of Defense accountable, demanding an explanation from the Uganda People’s Defence Forces (UPDF) representatives in parliament, who had remained silent on the issue.
The MP emphasized the importance of protecting the dignity of the army and warned that Muhoozi’s actions were tarnishing its reputation. He also called on his fellow lawmakers to take action, stressing that the Constitution was at risk of being disregarded if the matter was not addressed promptly.
The law maker also appealed to the Deputy Speaker, Hon. Thomas Tayebwa, to ensure that the UPDF representantive in Parliament respond to the accusations, noting that all legislators, including military officials, had taken an oath to serve the country fairly and lawfully.
