Gen Katumba Wamala sworn in as State Minister for Works, Museveni defends appointment of the serving officer

Former UPDF Chief of Defence Forces (CDF), Gen. Edward Katumba Wamala has been sworn in as State Minister for Works, on Thursday at State House Entebbe.

Early this month, Gen. Katumba Wamala was vetted and  approved by parliament along with 36 ambassadors.

Gen. Katumba becomes the second serving soldier after the late Aronda Nyakairima to become a minister in President Yoweri Museveni’s reign.

“…this ministry is important and takes a lot of our money but has unfortunately been riddled with problems over the years,” President YK Museveni said.

The president expressed disappointment that the bidding processes are followed by “countless appeals which curtail our projects and ultimately development timelines.”

He counseled that “I believe the law should be amended to allow work start as soon as a bid winner is declared. We have so many projects coming up and we must change our modus operandi.

Mr Museveni said Gen Katumba brings the much-needed experience to the Works ministry and a track record of delivering results as a tradition of the UPDF.

“This is why this assignment is on secondment basis and as such he is not retired from the army,” he said.

“He also joins a team I have been building to deliver value for money at the ministry and I am optimistic it will become the vanguard of government after the army…”
