Judiciary speaks out on PS Bigirimana’s corruption comments

In response to recent social media claims, the Judiciary has issued a statement to clarify remarks made by Dr Pius Bigirimana, the Judiciary’s Permanent Secretary.

Social media posts have inaccurately suggested that Dr Bigirimana questioned the legitimacy of Parliament to summon him for accountability purposes.

On July 2, 2024, Dr. Bigirimana was invited to deliver a presentation to Administrative Officers at Hoima Resort Hotel. His presentation, “Leadership and Integrity in Public Service,” focused on several key areas: Leadership, Attitudes, Mindset Change, Management, Corruption, and Personal Branding.

During his discussion on corruption, Dr. Bigirimana spoke candidly about the widespread nature of the issue within the Public Service. He emphasized that corruption is a persistent challenge, even within institutions tasked with combating it. To illustrate his point, he shared a personal experience where certain Members of Parliament (MPs) attempted to solicit bribes from him, euphemistically referred to as ‘facilitation’.

According to the statement, Dr. Bigirimana highlighted the irony and ethical dilemma of being asked for bribes by the very individuals responsible for holding him accountable. He questioned the moral authority of such MPs to demand accountability from him while engaging in corrupt practices themselves. This critique was directed at the corruption within specific segments of Parliament, not at the institution’s overall authority or its role in accountability.

The Judiciary emphasized that Dr. Bigirimana has a long-standing record of compliance and accountability. As an Accounting Officer, he has always responded to summons from Parliament and has appeared before parliamentary committees without hesitation. His comments were not an attempt to evade accountability but rather a call for integrity within all institutions, including Parliament.

The Judiciary urged the public to disregard the misleading reports circulating on social media. “These reports have taken Dr Bigirimana’s comments out of context, creating a false impression that he is challenging Parliament’s authority,” reads the statement. The Judiciary reiterated its commitment to transparency and accountability in all its operations.

“Dr. Bigirimana is recognized for his impeccable record as a compliant Accounting Officer. Over the years, he has demonstrated a steadfast commitment to upholding ethical standards and ensuring transparency in his duties. The misleading social media reports undermine his dedication and the significant efforts made towards maintaining integrity within the Judiciary.” reads that statement.
