Jennifer Musisi: People come and go but institutions stay

Outgoing Kampala Capital City Authority Executive Director Jennifer Musisi Ssemakula has broken her silence since the October 15 resignation.

During the signing of a Memorandum of Understanding with the World Food Programme at City Hall, Kampala, Musisi said under good leadership and systems, ‘people come and go but institutions stay.’
“As long as systems are built on strong foundations, they will stay but people will come and go,” she said.
According to Musisi, KCCA has built strong foundation that has helped them to see both tangible and invisible success.

In a letter dated October 15, Ms. Musisi told her appointing authority, President Yoweri Museveni that her resignation will take effect December 15, 2018.

“This is to submit my resignation from the position of Executive Director, Kampala Capital City Authority with effect from 15th December 2018,” she wrote.

Ms Musisi was appointed by Mr Museveni as KCCA ED in 2011. She has managed to achieve a number of achievement towards the transformation of Kampala.

According to Musisi, KCCA will move on perfectly well in her absence, noting that she has already groomed people who can efficiently do her job.

“When I was in Uganda Revenue Authority I groomed (current Commissioner General) Doris (Akol). After I left, she is doing well. It is only in Uganda where people see resignation as a vice but it’s always normal,” she said
“Regardless of all critics we have built and KCCA is now recognized all over the world if the team is taken care of they will perform even more that I have done.”

On Wednesday, Kampala District Women Member of Parliament blamed President Museveni for not appreciating Musisi but instead embarrassing her.

“Musisi has endured a lot from Kampala but President Museveni, during the 2016 Presidential elections campaigns accused her of killing his supporters in Kampala through her unfriendly policies. This crushed Musisi’s zeal to work,” said Nabilah, adding that Musisi should have resigned way back in 2016 after the direct attack from her boss.
