Uganda, UNDP launch online system to manage Diplomatic Corps

Kampala. The Ministry of Foreign Affairs (MoFA) has launched a new e-system to manage the administration of privileges and immunities to foreign diplomats.

The new Protocol Information Management System (#PIMS) was launched by Mr Henry Oryem Okello, the Minister of State for International Affairs and Ms. Rosa #Malango, the UN Resident Coordinator and UNDP Resident Representative.

It said it will improve delivery of protocol and consular services at MoFA.

Developed in partnership with the United Nations Development Programme (#UNDP), PIMS automates all protocol service processes, including; arrival notification, accreditation and Identity card (IDs), tax identification, permits and passes; motor vehicle registration, driver’s license, customs clearance; tax refund; airport pass; aircraft clearance.

“The development of this system is therefore an important milestone for the Ministry because it will help us to become more efficient and serve our clients, the foreign diplomats much faster” said Mr. Henry Oryem Okello during the launch ceremony at the Ministry of Foreign Affairs offices in Kampala. 

Mr. Okello added that the Ministry is launching this new system in response to the Government’s national electronic framework which recognises Information Communication Technology as a mechanism to foster economic development and e-governance as an important way to improve service delivery by demystifying the role of government, simplifying procedures, enhancing transparency, accountability and availing the public with timely information.

“At the heart of every strong and effective institution is an efficient service delivery mechanism, we hope that this system becomes a part of that mechanism, not only to improve service delivery but also to strengthen international partnerships,” Ms. Rosa Malango said  while speaking during the launch.

The Protocol Management Information System is a secure web-based system that improves the availability and accuracy of data on diplomatic immunities and privileges. The system will benefit diplomatic missions, public  agencies and citizens by providing easy and efficient access to the archived records. It is set to become the gold standard for diplomatic corps and will ensure the digital archives, are future-proofed
