President Yoweri Museveni has responded to Speaker of Parliament Hon. Rebecca Kadaga’s letter requesting him to explain the circumstances surrounding, and reasons for, the September 27 raid on Parliament by plain-clothed security operatives.

In an October 23 letter to the President, copied to the Prime Minister, Minister of Internal Affairs, Inspector General of Police and Commander of the Special Forces Command, the Speaker demanded for answers on identities of the operatives involved in the September intrusion, the motive and purpose for their deployment.

In a letter dated 3rd November 2017, Museveni has clearly clarified that Kadaga was aware about what transpired that day since she is the one who requested him to intervene following the chaotic behavior of MPs opposed to the the age limit bill.

“ As you will recall, in your letter dated 25th September 2017, you communicated to me vide Ref. AP/285/286.01 to the effect that considering the chaotic behavior and conduct of certain MPs regarding Constitutional Amendment Bill No. 13 of 2017, you needed my intervention as Commander in Chief , to assist you with ensuring that proceedings of parliament go ahead without any interruption,” Museveni wrote.

“An informal meeting of Members of National Security Council was convened to discuss possible interventions in terms of deployment plan, tactical unit, Command, formations and exit strategy’’ he added.

The president says, because he was late for the scheduled travel to Brussels, Belgium, the next day, he left the meeting prematurely.

‘‘So I left you in discussion with the rest of the team’’ The president noted in one page letter to Rebbeca Kadaga adding, “I refer you to the members who attended the meeting for its conclusions for answers to the questions you have raised’’
