President Yoweri Museveni has commended Mbarara Municipality Member of Parliament, Hon. Michael Tusiime for promoting political management course for Mbarara district leaders.
“Michael Tusiime recently attracted all the Mbarara MPs for a retreat to Kyankwanzi. It is a prerequisite for a good leader to go into a retreat and have education. These leaders went for a political management course. One needs to know and be enlightened before embarking on leadership,” he said.
The President made the remarks yesterday in Nkokonjeru, Mbarara Municipality during a thanksgiving service of Mzee Yoram and Mrs. Abigail Guchwamingi who marked their 50th marriage anniversary.
The occasion was also used to raise funds for the proposed St. Paul Church of Uganda Nkokonjeru building to which Mr. Museveni contributed cash donation of Shs.10 million out of the total Shs.30 million that he pledged to the project.
Mzee Guchwamingi was President Museveni’s teacher in 1960 and the couple are parents of Hon. Michael Tusiime. The service attracted 5 Ministers, 26 Members of Parliament, Mbarara leaders and wananchi who made it clear that they fully support the amendment of the constitution to remove the Presidential age limit.
President Museveni was happy to note that Mbarara leaders are cooperative and are working together. He paid tribute to his former teacher, Mzee Guchwamingi (81) and other teachers for being pioneers in promoting education in the country and also for having educated their children.
The President told the gathering that Uganda is today peaceful. He attributed it to a disciplined Army and assured the country that although there has been a spate of murders, the issue would be solved partly through the installation of cameras.
Mr. Museveni also revealed that plans are underway to attract 2,000 youths into artisan skilling schemes to ensure that they are have income generation activities. He revealed that plans were in advanced stage to build the Kazo – Kabagole – Kyegegwa road adding that the NRM policy is promotion of peace, development and household income.
The President said Government would look into the possibility of granting Mbarara Municipality a City status as place has got a population of 250,000. He said that the taxi operators should not pay multiple taxes adding that the practice is illegal.
Mbarara Municipality MP, Michael Tusiime, while saluting President Museveni for attending his parents’ ceremony, strongly criticized MPs that acted unlawfully recently in the August House while opposing the removal of the Presidential term limit proposal.
The MP said Mbarara community looks forward to attaining city status. He gave assurances that they are preparing to launch the Mbarara Industrial Estate soon.
Legislator Tusiime introduced a delegation of 26 MPs from various parts of the country, who electorates have endorsed the removal of age limits. Hon. Peter Ogwang of Usuk Constituency in Katakwi district led the legislators. The Mbarara Municipality MP also introduced a team of 5 Ministers, led by Hon. John Byabagambi, who support the constitutional amendment.
Mbarara LC5 Chairman, Mr. John Baptist Bamuturaki, requested President Museveni to boost them in their efforts to restore the wetlands in the district. He revealed that the people of Mbarara district have mandated their MPs to support the removal of the age limit.
Several members of the Mbarara community and beyond attended the ceremony, clad in yellow ribbons and supporting the removal of the age limit from the constitution.
