Kayihura’s Police, UPDF named top torturers

Uganda Human Rights Commission has released a report ranking Uganda Police Force, Uganda People’s Defence Force (UPDF) and Uganda Prisons Services as top torture perpetrators.

The report which was released on Thursday at Imperial Royale Hotel ranked police as the top torture perpetrator for the third consecutive year, then followed by the army and Uganda prisons in the third place.

The new report comes at the moment when police is in the middle of spotlight after being accused of torturing AIGP Andrew Felix Kaweesi murder suspects.

“UHRC has established that torture mostly occurs during arrest and pre- trial detention of suspects in both gazetted places such as police cells and ungazetted ones like torture chambers or safe houses,” Report partly read.

According to the report, police accounts for 255 complaints of torture recorded by the Human Rights Commission during the survey year of 2016.

40 cases of torture were recorded to have been perpetrated by national army the UPDF and 25 by Uganda Prisons Services.

The Uganda Human Rights Commission report indicates extraction of confessions and also a need to obtain information as the reason behind torture especially by security agencies.
