Presidet Museveni arrived at the meeting place almost an hour earlier than the rest

President Yoweri Museveni has arrived at the Katuna/Gatuna border town to discuss, with his Rwandan counterpart Paul Kagame, the reopening of the border, closed this time last year by Kigali.

Also expected are Presidents João Lourenço of Angola and Felix Tshisekedi of the DR Congo who arrived in Kigali yesterday. Their sole again is to oversee the implementation of terms agreed upon in Luanda, the Angolan capital, in August.

The Luanda agreement calls for the resumption of cross-border activities, including the movement of persons and goods, which is expected to be the main focus of today’s discussions.

The agreement also called on the two countries to refrain from spying, financing and training of rival armed groups, respect each other’s sovereignty and stop arresting nationals living in either country.

What has happened so far:

  • Media has been strictly blocked from accessing the no man’s land,where the summit is happening. Only the Presidential Press Unit (PPU) can access the place.
  • The President of Uganda arrived at around 10.50am. Almost an hour later, the other Heads of State were yet to arrive.
  • Businesses have been closed, especially those close to the no man’s land.
  • Rwandan Security can be seen in the Rwandan side, patrolling the place. SFC has also taken over on the Ugandan side.
  • Expectations are very high that the summit will lead to the reopening of the borders.
  • The no man’s land has been divided into two, one for Uganda the other for Rwanda to allow parking for Presidential convoys.
