Former Mbarara City MP Michael Tusiime’s return to Parliament as a consultant audit advisor has ignited controversy, with many Ugandans questioning the legitimacy of his appointment. Critics argue that the process lacked transparency, with unclear criteria and no public advertisement. This has sparked concerns about corruption and favoritism, particularly since Tusiime, a self-proclaimed champion of transparency and anti-corruption, accepted the role despite its questionable legitimacy.

Concerned citizen Edwin Kwesiga voiced his dissatisfaction on social media, saying, “Ugandans are concerned over Michael Tusiime’s parliamentary appointment to a role that never existed before. The lack of transparency, unclear criteria, and absence of public advertisement have raised eyebrows, sparking concerns about corruption and favoritism.”

Kwesiga further noted, “What’s even more surprising is that Tusiime, a self-proclaimed champion of transparency and anti-corruption, accepted a job that seems to have bypassed legal processes. Many are questioning the legitimacy of his appointment, especially since it appears to be based on favoritism rather than merit.”

Tusiime lost to Dr. Robert Rukaari in the September 2020 NRM party primary elections. Speaker Anita Among has dismissed concerns about the appointment, citing unreliable sources. However, Lwemiyaga County MP Theodore Ssekikubo has expressed worries about conducting business as usual amidst public outcry over Parliament’s expenditures.

Ssekikubo stated, “We cannot continue with business as usual when there are serious concerns about the institution’s spending.”

The Leader of the Opposition in Parliament, Joel Ssenyonyi, initially raised the issue. Social media activists have circulated documents alleging nepotism and financial misconduct, though their authenticity remains unverified.

The controversy surrounding Tusiime’s appointment has added to concerns about Parliament’s commitment to transparency. Ugandans continue to demand answers about the appointment and the institution’s handling of public funds.
