The Minister of Justice and Constitutional Affairs Norbert Mao has revealed that Uganda as a country needs a national reconciliation.
Mao made this revelation while on NTV on Wednesday.
“We carry our history with us we must not forget that if all stakeholders in this country debate those constitutional reforms we will come up with a good constitution. Secondly, national reconciliation is a must because Uganda is hurting! This country is hurting so much so we need to reconcile that is why we are proposing a national dialogue to allow Ugandans to build a new consensus. Those are the reasons for my being in cabinet,” he said.
“Now the aim of these proposals is to keep those in power accountable, term limits are one way of keeping people accountable. When you enter the office your date of departure should be known. We must also know how to ensure free and fair elections. I would like to encourage Ugandans to embrace the culture of deliberation other than embracing a culture of trading insults because it leads us now where but down.”
Mao however affirmed that transforming Uganda does not necessarily mean regime change.
“Of course regime change is a good thing but we have had regime changes which have worsened situations, so my job as a minister is to quickly take those proposals to the cabinet so that a constitutional review committee is instituted.”
A call for dialogue and reconciliation has always been advocated by different stakeholders; civil societies, religious leaders and the elders’ forum. However, it has always found rejection, especially from the ruling government and some members of the opposition.
