Leader of Opposition, Mathias Mpuuga has asked the Prime Minister Robinah Nabbanja to investigate the motive behind the decision of Ministry of Health to recycle the budget for the 2022/2023 national budget, saying the document submitted before parliament is simply a copy and paste replica of the document submitted last year.
Mpuuga made the request during the plenary sitting, noting that when Muwanga Kivumbi, Shadow Minister of Finance raised a red flag, he thought he wasn’t alert and when he perused through the document, he discovered that the only new pages are the forward, cover page and Executive summary but the rest is copy and paste, the content is consistent in coma, paragraphing.
Mpuuga pointed out that if the new document is to go by, it means that the new regional referral hospitals in Yumbe and Kayunga and the salary enhancement of the medical worker isn’t updated.
The minister in charge of General Duties in the prime minister’s office Kasule Lumumba, replied saying that the Office of the Government Chief Whip, after this was raised to parliament by the Shadow Minister for Finance Muwanga Kivumbi , they are yet to present to her and she is going to write to the Prime Minister and they shall inform the parliament .
However Deputy Speaker, Thomas Tayebwa asked Lumumba to go clean up the mess internally and hold a meeting with the Minister of Health.
Tayebwa also warned Ministers that the days of them showing up for plenary are long behind them, saying that the habit of showing up at 4pm should stop.
In the 2022/2023 budget framework paper, Human Capital development that includes health and education has been allocated Shs6.172Trn.
