DPP drops kidnap, fraud charges against police deserter Bakaleke

The Director of Public Prosecutions (DPP) has dropped kidnap and fraud charges against Assistant Commissioner of Police Siraj Bakaleke. The police officer is currently reportedly a deserter.

The revelation was made on Monday when the case came up for mention.

State Prosecutor Harriet Angom informed Grade one magistrate Moses Nabende that the DPP has decided to discontinue criminal proceedings against Bakaleke and his seven co-accused.

“This is to inform you that the Director of Public Prosecutions has decided to discontinue proceedings against ACP Haj Siraje Bakaleke, Paul Mugoya Wanyoto, Samuel Nabeta Mulowooza, D/ASP Innocent Nuwagaba, D/ASP Robert Ray Asiimwe, PC Junior Amanya, PC Gastavas Babu and PC Kenneth Zirintusa charged with abuse of office (three counts), embezzlement, obtaining money with false pretence, conspiracy to defraud, kidnapping or abducting with intent to commit a felony (three counts), pending arrest,” the letter signed by Justice Mike Chibita reads.

Last month, Uganda Police intensified a hunt for the former Kampala South Regional Police Commander who has been on a run since October 2018 when the Anti-Corruption Court in Kampala ordered for his immediate arrest for allegedly defying court summons.

According to prosecution, Bakaleke and others while still police officers in Uganda Police Force, used the authority of their offices to arrest wrongfully and confine innocent people among other cases.

He is also accused of defrauding three Korean nationals of Shs1.5 billion between February 4 and 11, 2018.
