Uganda through the Busoga Consortium and China through the Shenyang University of Chemical Technology have signed a Memorandum of Understanding (MoU) aimed at improving education and scientific research in Uganda and Busoga in particular.

The MoU was signed by the Speaker of Parliament, Rebecca Kadaga, the Chairperson of the Busoga Consortium, Titus Kisambira, and the Vice President of Shenyang University of Chemical Technology, Prof. Yuan Decheng, and witnessed by Members of Parliament from Busoga sub-region.

Kadaga appreciated the move to support the education sector in Uganda and said that there were a number of institutions that the Chinese team could pick from to liaise and work with on the exchange programmes.

“The areas you have discussed are extremely important for the development of our region, and we welcome opportunities for partnership,” the Speaker said.

She also commended the Shenyang University of Chemical Technology for offering scholarships to best performing science students in Busoga, and called for incubation centers to facilitate research.

“We are going to work with you to ensure that the courses offered to our students are relevant to the region and to the country,” said Kadaga.

Prof. Decheng reiterated the need to promote cooperation between Government of Uganda and Liaoning Province in China, in a bid a improve diplomatic relations that can foster the educational partnership.

“I think we have a common goal on which we can start from to provide good education to Ugandan youth. We need to make a lot of efforts to foster that change between the youths of Uganda and China,” Prof. Decheng said.

Jinja district Chairperson Titus Kisambira said the project was inspired by a similar initiative by Vice President Edward Ssekandi for Masaka district, saying the cooperation aims to improve the standard of higher education in Busoga.

“Shenyang University has given us an opportunity to pick the courses we think are relevant to the development of Busoga … they shall also send us equipment to be used in university and secondary school laboratories,” Kisambira said.

Anthony Mula, the technical head of the Busoga Consortium noted that the exchange programmes highlighted in the MoU would benefit teachers and students from Busoga sub-region as well as those from the Shenyang University of Chemical Technology.

“The mayor of Shenyang municipality facilitated the attraction of the delegation from Shenyang University that has come to establish friendly relations in science and research subjects,” said Mula.

Busoga Consortium is an association that brings together Members of Parliament and local leaders together to plan for Busoga sub-region. The Speaker of Parliament, Rebecca Kadaga, is its Patron.
