Rukiga councilors curse district CAO after canceling their planned trip to Masaka

A section of Rukiga District Councilors have on Monday stormed the office of the district Chief Administrative Officer (CAO) in demand for the money to facilitate their study trip to Masaka.

In the council meeting that sat on September 26, 2019, the councilors resolved to organize a trip to Masaka district to learn new tactics of running a district.

 The trip was scheduled to happen on Monday October 14, 2019, but their plans hit a dead end when the CAO Paul Semwogerere alias’ Omusajja Wakabaka’ failed to approve the tour budget which angered many of the councilors.

The councilors who had turned up on Monday morning for a trip were frustrated when the Clerk to the Council told them that there was no money to facilitate the trip.

This angered them ,saying the money is available but the CAO didn’t want to release it.

The Youth Councilor Micheal Kwalikunda Mbareba speaking to watchdog Uganda said they had budgeted for the trip at Shs12 million but by Monday they had only Shs5 million.

Kushaba Mark, male councilor representing Mparo town council, who was already at the district for the trip, attributed the abortion of the trip to the CAO who does not implement council resolutions.

He said that all along they have been making some council resolutions but the CAO has been disappointing them especially in implementing them.

Korukundo Agnes said that she had resolved to visit Masaka but she was totally disappointed to reach at the district head quarters and found that even the CAO who was responsible to send them off was not in the office.

Mable Size, women councilor Muhanga town council ,who is also the secretary for production attributed the failures of the district to the CAO who has been a hindrance in implementing council resolutions and asked Government to discipline him for the underdevelopment  of the district.

Bucundura Gaston councilor Kashambya sub county said that he was also disappointed for the time they wasted in planning for the trip which finally came to a halt and called upon government to give them a CAO who can listen to people’s grievances.

Councilors also attributed the failure of their trip to the district speaker whom they said is conniving with the Technical committee to let down the district.
