The 64th Commonwealth Parliamentary Conference (CPC) kicked off on Sunday September 22, 2019 at Munyonyo Commonwealth Resort.
With over 1,200 delegates in attendance, the conference is running under the theme: ‘Adaption, engagement and evolution of Parliament are in a rapidly changing Commonwealth’.
The event will end on September 29.
The country last organized the conference 52 years ago.
Here are the 10 legislators behind the organisation of the ongoing conference:
1. Rebecca Kadaga
Kadaga is the President-designate of the Commonwealth Parliamentary Association (CPA) and the chairperson of the 64th CPC co-coordinating committee. Apart from being a Speaker she is also a Woman Member of Parliament (MP) Kamuli district.
2. Jalia Bintu
Bintu is the Woman MP from Masindi district and she is a former parliamentary commissioner. Bintu is the conference manager who is coordinating all the meetings that take place simultaneously with the conference, coordinating committee, performance and review committee.
3. Syda Bbumba
Bbumba is the MP of Nakaseke County North and chairperson of the Parliamentary Committee on National economy. The former finance minister is responsible for all the accommodation of the delegates. She is one who identified suitable hotels and made reservations depending on the desires of the delegates.
4. Elijah Okupa
He is a former Parliamentary commissioner and MP for Kasilo County. Okupa is handling finances for CPC. All budgets from sub-committees were approved by him. He is in charge of demanding accountability of all funds spent on the conference. As the conference goes on Okupa makes sure that funds are available to every Sub-committee.
5. Jacob Oboth-Oboth
Oboth-Oboth is the chairperson of the Parliament’s committee on legal and parliamentary affairs and he is the MP Budama County South.
He is responsible for coordinating all the protocol programmes at the conference. He is working with other agencies, like the Ministry of Foreign Affairs on protocol matters.
Oboth’s task is also responsible for drawing out the itineraries of all the delegates, their spouses, observers and accompanying persons for pickups from the airport and back to the airport.
6. Brig. Felix Kulayigye
The former UPDF spokesperson who is also a representative of the army in Parliament is chairing all sub-committees on security and accreditation of the delegates. He also coordinates the accreditation of other participants in the conference.
He co-ordinates security wherever delegates are. He is responsible to inform the Inspector General of Police (IGP) about the conference.
7.Paula Turyahikayo
The Rukungiri District Woman MP is responsible for arrangements of dinners, receptions, cocktails and entertainment for the different categories of delegates.
8. Cecilia Ogwal
The Dokolo District Woman MP is the one in charge of the spouses’ programme. She is responsible for co-coordinating spouses’ welfare, confirmation of attendance, accommodation, transport, excursions and invitations in cooperation with the other sub-committees.
9.Peter Ogwang
The MP of Usuk County, is the head of the transport sub-committee. He is the one who led the team that procured the vehicles that are transporting delegates. He is managing transportation of all delegates from the airport, to the hotels, conference facilities, excursion and other places depending on where they go.
He is also responsible for allocating specific vehicles required for the different categories of delegates.
10. Robinah Nabbanja
The Kakumiro District Woman MP is heading a sub-committee on gifts and souvenirs for the delegates. She is handling the budget for the gifts to be given to the different categories of delegates. She is also in charge of ensuring that all gifts are distributed to the relevant delegates and spouses.
