Katosi Road scam: Jailed Apollo Senkeeto granted bail

Court of Appeal has granted bail to Eutaw Construction Company Country Representative Apollo Senkeeto.

Senkeeto was last year handed a 10 year jail term for his role in the Mukono-Katosi Nyenga road scam that saw government lose Shs24.7 billion.

The disgruntled businessman later appealed against the conviction and sentence. He asked the appellant court to release him on bail, pending hearing of the appeal.

Justice Cheborion Bulshaki on Tuesday released Senkeeto on a Shs10 million cash bail. His three sureties signed a Shs20 million bond each.

He was also asked among others to deposit a copy of his passport and report to court every month.

Senkeeto and two  former Uganda National Roads Authority (UNRA) Staff, Joe Ssemugooma and Wilberforce Ssenjakko  were found guilty of theft, corruption and abuse of office charges by Justice Lawrence Gidudu.

Justice Gidudu noted that he was not persuaded by the convict’s prayer for a none custodial sentence given their ill health and family responsibilities, because it will not meet the ends of justice, but would send a wrong signal that people from the private sector can manipulate government institutions, access public resources and walk away freely.

The Judge also observed that Ssemugooma who was UNRA’s head of finance, and Ssenjakko the accounts assistant played a prominent role of causing the movement of money from UNRA to EUTAW, with unfettered control and by neglecting to verify the fake securities, yet if they had not gone to bed with Senkeeto, the Company would have been disqualified and saved their employer the untold loss.
