Former Kampala City Resident Commissioner (RCC) Hudu Hussein was a sacrifice. When governments want to implement unpopular policies they can do anything including sacrificing.
This started way back during the time of British colonialism. The local native African chiefs were responsible for graduated tax assessment. The Colonial white District Commissioner (DC) is the one who would exempt some one or a certain community from paying tax. The DC in this case was a liberator and the native chief became the oppressor never mind that tax policy came from the whites.
Similarly, the government wanted to implement unpopular policies in Kampala city. Hudu Hussein was tasked to implement them. Now the anger of street vendors and preachers is vented on Hudu the former RCC Kampla city. The president has transferred him from being in the powerful post of RCC Kampala instead of promoting him say to RDC commissioner Kampala a post that has been given to Fred Bamwine. Now the anger of venders and preachers is placated and they are pleased that Hudu has been demoted (RDC Yumbe) when actually the directives came from the president.
That is what is called realpolitik in political science.
