President Yoweri Kaguta Museveni has said Uganda will not release any Rwandan national held in Uganda Prisons on charges of rape and murder.
Museveni made the statement last Friday while speaking to locals at Kabale-Katuna roundabout in Kabale town after attending a quadripartite summit with his Rwandan counterpart Paul Kagame,and other presidents of Angola and the Democratic Republic of Congo at Katuna/Gatuna.
The summit is aimed at solving the tensions between Uganda and Rwanda.
In the aftermath, Rwanda closed her borders with Uganda on 27th of February last year over allegations that Uganda was harboring and giving aid to her enemies. Until today, the borders remain closed. Kigali also alleged that her neighbour was arresting and detaining its innocent citizens.
However, Museveni said he was willing to release any other crime offender apart from those on rape and murder charges.
He said he would not compromise with any threat to Ugandan women whom he referred to as granddaughters (abazukulu).
With much emphasis on rape, Museveni added that he would not be held at ransom to the extent of pardoning rapists at the expense of Ugandan women.
Uganda was also accused of hosting rebels especially from the Rwanda National Congress led by Kayumba Nyamwasa and the Democratic Forces for the Liberation of Rwanda, who have declared war on the Kagame-administration.
But President Museveni stated that he and the Ugandan government have no relations with Nyamwasa and his allies neither is he interested in their conflicts with Kagame.
Museveni said that all he knows is that Nyamwasa fell out with Kagame and fled to South Africa for asylum. He added that he was not aware if Nyamwasa and his allies are passing through Uganda to destabilize Rwanda.
Museveni says that the Ugandan government will respect the summit and investigate if Nyamwasa and his allies are passing through Uganda targeting to create insecurity in Rwanda.
“When our neighbors (Rwanda) started accusing us of aiding Anti-Rwandan government groups like that of Kayumba Nyamwasa, we decided to call other neighbors like DRC and Angola to witness the discussion about these issues,” the president said referring to the decision to involve Angola and DRC in the mediation process.
“We have agreed to investigate and make a report in 30 days, then present the report to the mediator who will call for the next summit with in 15 days at the same meeting place (Katuna).”
