The Attorney General has 14 days to pay Muhammed Segirinya Shs1.4 billion or face a lawsuit.
Segirinya is the Lord Councillor representing Kawempe North in Kampala Capital City Authority.
According to a notice of intention to sue written by his lawyers,, Muwada and Company Advocates, the settlement is ‘sufficient compensation in lieu of illegitimate physical battery and injuries, mental stress and torture, psychological trauma and public embarrassed inflicted on him.’
The money will also cover legal fees.
Segirinya was arrested on Sunday, November 18 around Kalerwe on his way to the city center.
“…while travelling from Kawempe to city center, Segirinya was requested by his supporters in Kalerwe to step out out his car and witness how floods had heavily affected their livelihood and business,” the notice to sue, dated November 19, reads in part.
“On stepping out (our client) was pushed on the ground, pulled and battered by officers in uniform of Uganda Police commanded by Mulago Police Station OC Wakisada.”
The letter is jointly addressed to Wakisada.
The letter says the action and omissions of the officers of the Uganda Police Force were criminal, actionable and a grave violation of the fundamental rights of Segirinya.
“Such treatment was illegal, criminal, degrading and inhuman and caused our client physical, psychological and emotional torture, stress and embarrassment,” lawyers say, before threatening that unless the Attorney General and ASP Wakisada heed to the demands (to pay shs1.4b) they have instructions to pursue legal redressing courts of law ‘at your own cost and continued public embarrassment.’
The intended lawsuit will jointly be instituted against AG for actions and omissions of officers of the Uganda Police Force and Wakasada in his individuality.
