The Inspectorate of government has directed that Uganda Tourism Board halts its restructuring and reinstate of the 17 staff who were recently sent home, pending investigations into the exercise.
In a July 23 letter, the IGG writes to the chairman of the Uganda Tourism Board demanding an investigation into the restructuring exercise, despite instructions from government to await the rationalisation exercise of government agencies. The IGG accuses UTB of violating instructions from the ministry of public service, citing a communication to UTB dated July 3 2018 from the permanent secretary of the ministry of public service.
UTB has confirmed receiving the IGG letter.
Titled “Review of restructuring and filing of vacancies at Uganda Tourism Board (UTB)” the IGG wrote saying, “The inspectorate of government has received complaints in which it is alleged that various staff members at UTB have been unfairly removed from their positions under the pretext of restructuring,” read the letter signed by deputy IGG George Bamugemereire. The letter copied to the Minister and Permanent Secretary of the Ministry of Tourism, Wildlife and Antiquities. Also, the IGG copies the Secretary to the treasury, the permanent secretary of the ministry of public service and the CEO of UTB.
The chief executive officer of UTB Mr Stephen Asiimwe said they are going to respond to the IGG accordingly. However, he insisted that the recruitment exercise was ongoing because the contracts of the staff who were asked to leave had expired.
The IGG has seconded two officers, Mr Samson Kitutu and Ms Christine Kellen Namutebi to investigate the restructuring of UTB staff.
