Museveni summons Speaker Kadaga to State House over new school curriculum

President Museveni has summoned the Speaker of Parliament, Rebecca Kadaga to State House Entebbe immediately before the start of the Thursday’s House sessions.

The revelation was made by Kadaga’s Private Press Secretary, Sam Obbo who said: “The Speaker has been summoned at State House for a brief meeting.”

However, Obbo declined to reveal more.

For over three weeks, there has been growing tension between the two arms the government – Executive and the Legislature – over the new secondary school curriculum.

The Executive is said to have passed it with teachers undergoing training until Parliament halted its implementation saying there was a lot of unpreparedness. This created an impasse with Legislators saying that Cabinet was undermining them.

To calm the House, Kadaga last Thursday summoned Education minister  Janet Museveni to appear before the House on Thursday and explain why she defied the resolution of the House.

“The issues (concerning the lower secondary curriculum) were not for joking, they were spoken on behalf of the people of Uganda, and they must be answered. The Minister of Education must come here and answer those questions to the country,” she said.

According to one of the lawmakers who requested for anonymity, the President is looking for a way to have the curriculum go through.

According to Thursday’s order paper, Mrs Museveni is to face the House over the continued rolling out of the Lower Secondary School Curriculum.

Sources from the House allude that legislators especially those from the Opposition are waiting to roast her over defiance.

On Monday, Museveni summoned the National Resistance Movement Parliamentary Caucus to State House Entebbe and reportedly asked them to approve the curriculum which he says will create a balance between theoretical and practical subjects.

Another issue discussed on was the censure of Gen Elly Tumwine. Currently over of 159 signatures are needed but only 39 have been realised.
