KCCA human resource officer wants court to halt job interviews at City Hall

The acting human resource officer at Kampala Capital City Authority (KCCA), has asked court to halt job interviews for 60 job placements at the authority advertised last month by the Public Service Commission.

There are about 693 temporary and 422 permanent employees at the authority.

According to the petition at the High Court’s civil division, Paul Kasulu says ‘the process is discriminatory, unfair and unacceptable in free and democratic society for the temporary employees to be denied a chance to participate in making applications.’

Kasulu’s dash to court follows an earlier appeal to the Equal Opportunities Commission to block the scheduled interviews. n However, KCCA ignored the interim order issued claiming that only a court of judicature can bar them from carrying out the interviews.

The KCCA human resource directorate On June 6, 2019 internally advertised at least 200 jobs.

The move followed a directive by Public Service Commission (PSC) chairperson, Justice Ralph Ochan two months earlier urging that all vacant jobs must be advertised.

Some staff then petitioned Justice Ochan challenging the internal advert because it contravened the PSC standing orders by opening the advert to temporary staff without first giving priority to permanent staff.

Now Kasulu, who has been at the authority since 2015 faults KCCA management of having handpicked some of the permanent employees without a legal reasonable and known process to make them permanent staff, adding that he is ready to compete for his job with the permanent staff and that if he is out-competed, he is ready to quit.
