Gender Ministry’s Bigirimana transferred to Judiciary as Permanent Secretary

Ministry of Gender, Labour and Social Development Permanent Secretary Pius Bigirimana has been transferred to the Judiciary.

“The Appointing  Authority has directed that you be transferred from the Ministry of Gender, Labour and Social Development to the Judiciary as Secretary to the Judiciary with immediate effect,” Dr J. Mitala, the head of Public Service and secretary to the Cabinet said in July 26, 2019 letter to Bigirimana.

“On receipt of this letter, prepare to hand over your office within the existing regulations and report to your new station without delay.”

Bigirimana replaces Kagole Kivumbi.

Kivumbi has been sent on a forced leave.

In his letter to Dr S. Opio Okiror, the Judiciary Commissioner, Human Resource Management, he said he was directed by the Appointing Authority to proceed on forced leave with effect from July 26, 2019.

“Consequently, I am tasking you with the responsibility to prepare the draft of my handover notes to the incoming Permanent Secretary Mr Pius Bigirimana and make arrangements for the incoming Permanent Secretary, so as to assume office by 8:00am  on Monday July 29, 2019.”

Early this month, the Parliament’s Public Accounts Committee (PAC) probed Kivumbi for the illegal expenditure of Shs34 billion in the financial year 2017/18.

This arose from the Auditor General’s report that noted how Judiciary expenditure totaling to Shs34 billion was incurred on various items without appropriately applying the government chart of Accounts as prescribed by the Accountant General.  The description of the expenditure items were not consistent with the item coding in the chart resulting into mischarge and the Accounting officer didn’t seek for authority to reallocate resources to the required expenditures items.
