Warn your people not to cross to Rwanda until relations normalize- Museveni to Kigezi leaders

President Yoweri Museveni on Friday last week met leaders from Kigezi sub region especially those whose districts neighbor Rwanda, and told them to warn their people against crossing to Kigali until her relations with Uganda come back to normal.

This was revealed by Patrick Besigye Keihwa, the Kabale District chairperson yesterday on Sunday at Rugarama Cathedral during the induction of the Kigezi Diocese sub dean.

“We, your leaders along with our, Members of Parliament met President Museveni and he told us to tell you not to dare cross to Rwanda until the issues with Kigali are solved. Many have been shot along the borders as you know,” Keihwa said.

Rwanda closed her borders with Uganda on the 27th of February 2019, after accusing Kampala of harboring and giving aid to her enemies, who were intending to destabilize Rwanda.

Since then, borders have been closed to date; several Ugandans have been shot dead while trying to cross the porus border points, others have been detained.

However, efforts to bring order between the two countries have been happening. Several meetings between Uganda and Rwanda have occurred in Angola, others in Kampala and Kigali.

On Friday last week, a quadripartite meeting took place at the Katuna/ Gatuna border post’s no man’s land between Uganda and Rwanda Presidents, along with their Angola and Democratic Republic of Congo counterparts.

The highly anticipated meeting was almost fruitless as Rwanda aligned fresh demands for Uganda before the borders could be opened again.

Kagame demanded that Rwanda National congress and RUD-Urunana members suspected to be living in Uganda be handed over to Kigali before the borders are reopened.

Other demands was Uganda to release more Rwandan prisoners which President Kagame said were still being held innocent, Uganda to investigate the Self-Worth Initiative, a human rights organization based in Kampala that has been critical of Rwandan regime over alleged human rights abuses in Kigali.

Rwanda also asked Uganda to revoke the passport of Charlotte Mukankusi, who is suspected to be the Commissioner in charge of Diplomacy in the Rwanda National Congress (RNC), a Rwandan apposition group that’s in exile, but which Rwanda also identifies as a rebel group.
