The Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) in July this year kicked off an investigation into the irregular recruitment of staff at Kampala Capital City Authority (KCCA).
Cosase specifically started with investigating qualifications of KCCA’s director for physical planning, Moses Atwiine, following allegations that he is not fit for the job.
The committee, chaired by Kawempe South Member of Parliament Mubarak Munyagwa, is also probing why majority of top officials in KCCA have been in acting positions beyond the stipulated period.
“If people qualify for these jobs, why don’t you make them substantive? The Public Service standing orders require someone to act for only six months but your staff have acted for years which is not acceptable, Munyagwa said.
The committee established that only eight of 26 staff occupying top positions (directors and deputy directors) are substantive.
Now amidst the probe, Munyagwa recently secretly met with KCCA Executive Director Eng. Andrew Kitaka at one of the city top hangouts.
While, the meeting between the two is really no cause for a big fuss, the strange fact about the Munyagwa-Kitaka rendezvous is the timing and manner of their gathering.
This private meeting raises eyebrows considering that Eng. Kitaka was one of the people who were summoned by Cosase to give evidence against Atwiine. Indeed, when Eng. Kitaka appeared before the committee, he said that Atwiine was appointed to his position erroneously.
Though, Kitaka is entitled to his opinion, his utterances as an Ag. Accounting Officer shocked thousands of corporate practitioners, with many opining that as Atwiine’s overall supervisor at KCCA, Kitaka shot himself in the foot by projecting the person he supervises as not fit for the job yet there’s no evidence whatsoever to suggest that he has ever complained about his shortcomings— if any— at any one time.
