Notices dropped at Crime Preventers bosses’ homes, told to denounce Gen Kayihura or face consequences

What is happening in Uganda’s security circles continues to raise concerns in the country.
The latest reaching us indicate that on Monday morning unknown people dropped at the homes of heads of Crime Preventers. ‘Crime Preventers’ is the group that has been for the past two years associated with community policing throughout the country. The group is seen as allied to police chief Gen Kale Kayihura.

The past couple of months, there are sharp divisions among security agencies; pitting Internal Security Organisation and Chieftaincy of Military Intelligence on one side and police on the other.
A number of police commanders were last year arrested and aligned before the military court martial on a number of cases.

This year, the forces have clashed over notorious criminal leaders such as Sobbi, and recently the arrest of Abdu Kitatta, the said powerful leader of Boda Boda 2010. The arrest of Kitatta led to the celebration of another rival group Century, which is also aligned to another security agency, who burned down offices of Boda Boda 2010 before the military police intervened.


The arrest of the police commanders and of Kitatta, are seen as moves to purge the powers of police chief Kale Kayihura. However, Security minister Henry Tumukunde has told the media that it was him who ordered the arrest of Kitatta.
In the turn of events, notices usually associated with criminality, were dropped at the homes of known crime preventers’ leaders.

The notices were threatening the members of Crime Preventers leaders of dire consequences if they don’t denounce police chief Gen Kale Kayihura.
Notices this website has seen, were dropped at the homes of Blaise Kamugisha, the leader of Crime Preventers and at addresses associated with several crime preventers leaders.
“Notice!: Notice!! “U” as leaders of the crime preventers we have given u only 14 days to disown Kale Kayihura as your patron and as an IGP publically, failure to do that, u shall face our wrath and consequences. Stand warned!! Standa Warned!!!

Notices written in different hand-writings are in red or blue ink.
In the recent past, such notices were dropped in the areas of Greater Masaka, leading to death and injuring of the victims in this part of the country.
President Museveni and IGP Kale Kayihura had to get personally get involved in the operations in the affected district before some calm was registered.
