First Deputy Prime Minister Rebecca Kadaga

Step into the world of Rebecca Alitwala Kadaga, the unstoppable force who has danced through the corridors of Ugandan politics like no other. Born in Mbulamuti, Kamuli District, Kadaga has been a trailblazing Member of Parliament since 1989, making her mark as one of the most powerful figures in the country’s political arena. Her journey is nothing short of extraordinary, filled with achievements, challenges, and an undying commitment to her people. Buckle up as we dive into the fascinating life of “Mama Kadaga,” her epic milestones, the hurdles she’s faced, and the bright future that beckons.

Kadaga’s political star began its ascent during Uganda’s shift to a parliamentary system. Armed with a law degree from Makerere University and a Master’s in Law from the University of Zimbabwe, she was primed for success. Over the years, she’s worn many hats, from Deputy Speaker of Parliament (2001-2011) under Vice President Edward Ssekandi, to the iconic role of Speaker of Parliament (2011-2021). Breaking barriers, she became the first woman to hold the Speaker’s office in Uganda, shattering glass ceilings in a traditionally male-dominated field.

As Speaker, Kadaga wasn’t just a figurehead; she was a formidable leader who balanced parliamentary interests amidst Uganda’s often turbulent political climate. Known for defending Parliament’s independence and fostering lively debates, she maintained order through some of the country’s most heated political dramas.

Kadaga’s legacy isn’t just in her parliamentary roles but in her passionate advocacy for women’s rights and girls’ empowerment. She’s been a tireless champion for gender equality, pushing for laws that protect women in the workplace and ensure girls have equal access to education. Her initiatives have empowered countless women to break through societal barriers and take on leadership roles, both in politics and beyond.

On the global stage, Kadaga has shone as Chairperson of the Commonwealth Women Parliamentarians (CWP), leading international discussions on women’s rights and cementing her role as a global advocate for gender justice.

Her deep ties to the Busoga Kingdom have also shaped her political identity. From her relentless push for regional development to her pivotal role in the kingdom’s leadership crisis, Kadaga’s influence has been profound. Her efforts ensured the kingdom found its rightful King after a prolonged period of uncertainty, earning her the affectionate title of “Mama Kadaga” from her region.

Yet, Kadaga’s path hasn’t been without peril. She’s faced multiple assassination attempts, including a harrowing plot by individuals allegedly hired by a prominent political figure. Despite receiving an advance payment of UGX 15 million, the would-be assassins abandoned their mission out of respect for her. This chilling episode underscores the dangerous environment in which Kadaga has operated, yet her resilience has only reinforced her dedication to her country.

Her relationship with President Yoweri Museveni is a complex blend of loyalty and independent thought. While she’s been a steadfast member of the ruling NRM, Kadaga hasn’t hesitated to challenge the executive when needed. Her tenure as Speaker saw her occasionally diverging from the NRM’s agenda, though her respect for Museveni and her role as First Deputy Prime Minister and Minister for East African Community Affairs since 2021 highlight her continued influence within the party.

The departure of Kadaga from the Speakership in 2021 brought new dynamics to parliamentary leadership. Despite a strained relationship with her successor, Anita Among, both women continue to hold significant sway in Ugandan politics from their respective positions.

Kadaga’s stronghold in Kamuli remains unshaken. Her constituents have consistently re-elected her, reflecting their trust in her leadership. Her ability to deliver on promises, focus on local development, and her personal connection with the people of Kamuli have all contributed to her enduring popularity.

As Uganda approaches the 2026 elections, speculation abounds about Kadaga’s future. Will she aim for higher office, continue in her current role, or retire to make way for new leaders? Regardless of her next move, Kadaga’s impact on Ugandan politics is indelible.
