Hajji Abdul Bisaso has officially handed over the leadership of the Kassanda District Youth Council to Mr. Baguma Jackson in a ceremony held at the district headquarters.
The function, which took place in the presence of the Deputy Chief Administrative Officer (Deputy CAO) and Councillor Nalubowa Maddy, was described as peaceful and orderly, with several youth leaders and local officials in attendance.
According to sources who witnessed the event, Hajji Abdul Bisaso, who recently emerged as the MP-elect for Kassanda South, delivered an emotional farewell speech after the official handover. He thanked the youth of Kassanda for the support they extended to him during his tenure and expressed gratitude to the District Chairperson, who was represented at the function.
Bisaso reportedly urged the new chairperson to prioritize the empowerment of young people, focusing on skills development, employment creation, and effective utilization of government youth programs such as Emyooga and the Youth Livelihood Programme.
The Deputy CAO and Councillor Nalubowa Maddy also addressed the gathering, speaking on behalf of the District Chairperson. They commended Bisaso for his service and called on Baguma Jackson to build on the existing foundation while promoting unity, accountability, and active youth participation in district affairs.
Witnesses noted that the ceremony underscored the importance of smooth leadership transitions at the local level, which many say helps strengthen grassroots democracy and maturity among the youth.
Baguma Jackson is expected to assume office immediately and steer the youth council towards addressing key challenges facing young people in the district, including unemployment and limited access to entrepreneurial opportunities.
Hajji Abdul Bisaso assured the youth that he will continue supporting youth initiatives in Kassanda even as he prepares to take up his new role in Parliament.
The event concluded with prayers and messages of goodwill for the incoming leadership.
This handover comes at a time when youth leadership across various districts is under scrutiny, with many calling for more proactive and results-oriented councils that can effectively tackle the high levels of youth unemployment and underemployment in the country.
