Hajji Abubakar Kawooya, the father of incarcerated former Buyende DPC Muhammad Kirumira has sued the chairman of the police disciplinary Court SCP Dennis Odongopiny to the High court-Civil division over conflict of interest.
According to Abubakar Kawooya, his son had before his arrest and charging, blown the whistle in writing on the conduct of Odongopiny and other senior Police officers of the court.
Kawooya raises concerns that his son will not get substantive justice before the police disciplinary court and wants the High court to immediately halt these proceedings.
He also complained about the manner in which his son is detained incommunicado, saying that he has no without access to his relatives or lawyers during police proceedings, something which has caused him psychological torture.
Now Kawooya seeks orders to have his son unconditionally released from police detention, a permanent injunction restraining the police-court from charging him with offences he had reported about, and an order for payment of General damages for wrongful arrest and detention.
Last week Buganda Road Court dismissed Kirumira’s application for unconditional releases on grounds he is legally charged before the police court for offences of corruption and professional misconduct.
