The minister of state for lands Princess Persis Namuganza has confirmed how certain the government of the republic of Uganda is in using the land reformation system to solve the problems of the land in the country.
To confirm this, Namuganza was this afternoon addressing the land information system practitioners at the second annual workshop that took place at Imperial Royale hotel Kampala.
In her speech, the minister acknowledged that the implementation of the land information system contributes towards the drive to use land productivity, fight poverty and land grabbing.
“The system protects the interests of the land owners and users in a transparent, objective and open manner.” said Namuganza.
On this note, she warned all elders on taking concern of their land titles.
“Many old people who have title leaflets think they have the land title, yet at times they might be having wise sons and daughters who could get the land title out of the leaflet, only to stay with an empty piece of paper,”
Here she advised the government also to improve on the quality of the leaflet since the current one cannot last long if not handled well.
The Records Administrator in the Lands Ministry Sylvester Senabulya, on the records report commended an improvement in the retrievement and renewing of the land titles. He said that although it took him more than three years, he is at least happy that it cannot take someone ages to get a land title as it used to be back then.
“Digitization of land records is a success which resulted into automating a good manual system” said Senabulya. It is on this note that he commended the ministry of ICT for enabling them with faster means of saving and retrieving data.
Dr. Moses Musinguzi an official in the Lands Ministry believes that 80% of the land in Uganda is not surveyed and documented. On this issue, he targets on using three phases in providing of land titles in the discussed areas of Uganda.
In phase one, he expects to issue 50,000 certificates in rural areas as to 30,000 in the urban centers. From this he shall proceed to phase two where he expects to offer 150,000 certificates in rural areas as compared to 25000 in the urban areas. He shall then provide other certificates in phase 3 which he opts to be his last phase.
