President Museveni directs official burial for late Prof. Khiddu Makubuya (SEE BURIAL PROGRAM)

President Yoweri Kaguta Museveni has directed that the late Prof. Edward Khiddu Makubuya be accorded an official burial.

This has been revealed by the Minister for Presidency,Hon. Babirye Milly Babalanda.

“His Execellency Gen. Yoweri Kaguta Museveni, in line with Article 99 of the 1995 Constitution of the Republic of Uganda as amended which vests Executive Authority of Uganda in the President; has therefore directed that the Late. Hon. Prof. Edward Khiddu Makubuya be accorded an Official Burial,” she said in a statement dated 21st August, 2024.

Prof. Makubuya died from Nakasero Hospital on 19th August, 2024.

Hon. Babalanda revealed that the government of Uganda commiserates with the family, the Legal and Academic fraternity, as well as the rest of Ugandans on the passing away of an illustrious Legal icon and a Politician who held several high positions both in the Academic, Legal and Political arena.

“He will be deeply missed not only by those who knew him; worked with him; were led by him; but also those that had a Legal as well as Academic and Political Career to learn from him,” she said.

OFFICIAL STATEMENT BY THE MINISTER FOR THE PRESIDENCY BABIRYE MILLY BABALANDA ON THE FUNERAL OF THE LATE HONOURABLE PROFESSOR EDWARD KHIDDU MAKUBUYA

Fellow Countrymen and Countrywomen; on Monday, August 19th 2024 the Government of Uganda learnt of the passing on of Hon. Prof. Edward Khiddu Makubuya which occurred at Nakasero Hospital.

Prof. Makubuya was born in Born on July 30, 1949 in Luwero District. 

He graduated with a First-Class Honors Bachelor of Laws degree from Makerere University in 1974. Later, he obtained a Master of Laws and a Doctor of Juridical Science from the prestigious Yale Law School (USA) in 1976 and 1979, respectively.  

He started lecturing at Makerere Law School in 1979, earning promotions to senior lecturer in 1982, and later to Associate Professor in 1984 at the same University. 

He enrolled as an Advocate of the Uganda High Court in 1985 and partnered in the private law firm Kasolo & Khiddu Advocates.

While teaching at Makerere University, the Late Professor Kiddhu Makubuya Headed the Department of Law and Jurisprudence at Makerere University’s Faculty of Law until 1995. Still at the academic level the late Kiddhu Makubuya conducted Research in fields such as: Jurisprudence, Family Law, International Law, Human Rights, Land Law, Development Finance, and Gender Law. 

He was appointed Director of the Uganda Human Rights and Peace Center in 1995.

Constitutional Contributions: 

The Late Professor Khiddu Makubuya was a Member of the Uganda Constitutional Commission, which helped draft the 1995 Constitution of Uganda.

Political Career: 

The Late Professor Khiddu Makubuya entered politics in 1988 and was elected MP for Katikamu South Constituency in 1996.

He held various Ministerial positions including State Minister for Luweero Triangle, State Minister for Foreign Affairs (International Cooperation), Minister of Education and Sports, Minister for Justice, and Attorney General.  

His final Ministerial role was, Minister for General Duties in the Office of the Prime Minister from January 14, 2005, until May 27, 2011.

The Government of Uganda commiserates with the family, the Legal and Academic fraternity, as well as the rest of Ugandans on the passing away of an illustrious Legal icon and a Politician who held several high positions both in the Academic, Legal and Political arena.

Accordingly, His Execellency Gen. Yoweri Kaguta Museveni, in line with Article 99 of the 1995 Constitution of the Republic of Uganda as amended which vests Executive Authority of Uganda in the President; has therefore directed that the Late. Hon. Prof. Edward Khiddu Makubuya be accorded an Official Burial. 

The Government of Uganda has constituted a hybrid of the National Organizing Committee Chaired by the Minister for Presidency with representatives from the family and thus agreed on the following Programme:

21st August, 2024 – 2:00pm Body leaves Funeral home for his residence at Ntinda, Kigoowa
– 4:00pm Church Service at St. Yusuf Lugalama Church of Uganda in Ntinda, Kigowa
– 6:00pm Night vigil at Ntinda, Kigoowa
22nd August, 2024 – 10:00am Body leaves Ntinda residence, for Namirembe Cathedral
– 1:00pm Church service at Namirembe Cathedral and Public viewing at the Church
– 4:00pm Body leaves Namirembe Cathedral for Katiiti Village, Makulubita Sub-County, Luwero District.
– 6:00pm Night Vigil at Katiiti, Makulubita, Luwero District
23rd August, 2024 – 10:00am Church Service led by Luwero Diocese Church of Uganda at Katiiti village, Makulubiita, Luwero District
– 1:00pm   Burial Ceremonies (Gun Salute)

The Government of Uganda will also cater for the following:

  1. Providing meals and security at all venues. All the Security Agencies have been duly briefed and key deployments have been undertaken at all venues to secure both life and property of all mourners. 
  2. The Uganda People’s Defense Forces and Uganda Police Force have been directed to oversee the Ceremonial Official burial aspects including a gun salute at the burial on Friday 23rd August, 2024. The neighborhood is encouraged to remain calm during the gun salute moment.
