The country home of Dr. Kizza Besigye in Rwakabengo, Rukungiri District has been surrounded by police.
The former Forum for Democratic Change (FDC) Party President is currently under house arrest.
He was supposed to attend a thanksgiving and fundraising service in Rukungiri for victims who have tasted the wrath of the state during the ‘struggle’.
