Early this week, minister in charge of Kampala, Beti Kamya ordered Kampala Capital City Authority (KCCA) to immediately grant developer Hamis Kiggundu (Ham) a development plan for Nakivubo Park Yard market as well as Nakivubo War Memorial Stadium so that construction could start.
However, Kampala Lord Mayor Lukwago said Kamya is acting illegally since Kiggundu started construction without proper documentation thus refusing to give Ham a go ahead.
Now minister Kamya claims that the ministry of Education and Sports has the final say on the re-development and that KCCA should without any hesitation grant the plan.
In a statement dated 10 March, 2017, Kamya says what baffles more is that after making the former Park Yard Market premises available for redevelopment by relocation of illegal vendors , instead of releasing to the Trustees of Nakivubo stadium the approved plans which they need to apply for a hording permit, they were served with notices to demolishthe iron sheets that had been put up to help police secure freed premises.
According to the Minister, Nakivubo war Memorial Stadium is a government facility under the supervision of the Ministry of Education and Sports not KCCA.

The stadium’s re-development program was a cabinet decision taken in 2009, but its implementation had been frustrated by illegal occupation of Park Yard Market by vendors. Now that the vendors have been relocated, cabinet is keen for re-development of the stadium facilities to commence,” statement partly read.
